The Glass and Glazing Federation has initiated a petition on the No. 10 Downing Street website calling for the introduction of a window scrappage scheme,which has already attracted more than 1,200 signatures. The proposal is to allow householders and landlords to scrap their old poorly insulated windows for a cash incentive of £1,000 to be used against the purchase of new, professionally-installed, energy efficient windows. The Scheme would only be open to companies who professionally install windows with a C Window Energy Rating or above and who recycle the windows they remove. Following the success of the car scrappage schemes here, and in America and France, it seems everyone wants one of their own. There are currently campaigns running for scrappage schemes for boilers and domestic appliances. It’s impossible to tell whether this is a runner. If it catches Government’s attention, then it will be subject to the full detail of policy scrutiny: who benefits? what will it contribute to government policy? what are the objections? are there consequences the proponents haven’t seen? how much will it cost? what will the industry contribute? And is there data to back up the claims? It’s going to have to be a strong case to compete against the others and succeed. The No. 10 petitions website is a graffiti board of ideas covering the whole spectrum of concerns, national, local and individual, which makes it hard to stand out.
